The topmost widget wins, as it does for links. It is matched by its object reference, not by its rectangle, so a tap acts on the widget under the finger: a form that repeats a layout on every page edits the field of this page, and each button of a radio group is its own (#359). With a formState, a widget that a script hid lets the tap through to what lies below it, and one that a script showed again takes it (#360).
