skipNonReferenceFrames
Whether to skip the frames no other frame is predicted from, from the next packet send offers until the next call (#468).
The engine turns it on while a precise seek decodes its way up to the target, for the packets whose pictures nothing will show, and off again before the pictures it keeps, so the landed picture and every one after it are the same as with no skipping at all. A frame others predict from is always decoded, which is what lets a decoder turn it off at any packet with no flush and carry on undamaged. A flush leaves it as it was.
The default skips nothing, so a decoder that cannot skip, such as a platform codec, decodes every frame exactly as before. A skipped frame gives no output.
