anchorClock

Anchors the clock from what the device last reported.

The core calls this once at the top of an iteration, so the anchoring happens at one known point rather than wherever the first reader of the clock happens to be. It is not a promise that every later reader in the same iteration sees one frozen reading: position anchors again before it reads, and a clock reading advances with the monotonic clock in any case.
