Read from the input, never assumed. False for a pipe or a capture device, and a player that offers a seek bar for one of those offers a control that fails on every use.

An HLS stream can seek when its playlist has a duration, which FFmpeg sets for a finished playlist and an event playlist, the two it can seek in. The playlist's own bytes say nothing, because a server may answer a playlist without byte ranges.
